0000072: Feats defined with two races in the NEEDALL category are not available for selection

Description

Where a Feat has two races defined in the NEEDSALL category, the feat is not being made available for selection within the builder.

As an example consider the Favor of the Undying Court feat:

FEATNAME: Favored by the Undying Court;
FEATDESCRIPTION: You are a favored soul of the Undying Court. You are considered proficient with scimitars.;
FEATTAG: Divine;
CLASSLIST: Favored Soul;
LEVEL: 1;
ACQUIRE: Train;
NEEDSALL: Race Elf, Race Half-Elf;
ICON: UndyingIcon;

The two races are mutually exclusive, so the condition can never be true.
