Tier Level 1
There are a total of 10 level one contacts, and you will only get one of them. The contact you get wll be of the same origin as your character, and will be in the same district (either Galaxy City or Atlas Park) that you chose to start your career in. While none of these contacts have a badge mission or a story arc to give you, it is important to complete their missions, as this will be your first introduction to some of the villian groups, and it will give you a feel for how missions work before you get into the ones that really count. Tier Level 2
Tier 2 is something of a special case, in that it actually has two subtiers to it. In the first subtier you will get 5 contacts (when you are levels 5-9), one from each of the origins. There is a single badge mission you can recieve at this tier courtesy of the Technologists, who are concerned about the brewing gang war between the Skulls and the Clockwork. It is also the first time you will leave your starting district (and almost certainly you'll be sent into King's Row). The contacts in this subtier that can give you the badge mission are:

Since these are the only two Tech contacts at this tier, you are guaranteed to get one of them. None of the other origin contacts at this tier have anything interesting for you to do beyond the usual missions.

Tier Level 2.5
In the second subtier (which is sometimes called tier 2.5), we start getting into story arcs, as well as another badge mission. You will get a total of 5 tier 2.5 contacts (out of a possible 15). Let's start with the story arcs. At tier 2, there are 3 story arcs you can complete, and for each arc there are several contacts who can give you the proper missions. Just like the last tier, you will get one of each of the origin contacts (this is a pattern that will continue well into your career). The tier 2 story arcs (which are comprised of 5-8 missions each) reward you with a souvenir once you complete them.

Since you did such a good job putting down the Skull/Hellion gangwar, the Technologists have shifted their attention to the Clockwork, who have taken a hostage. These contacts will give you the Clockwork Captive arc:

In addition to the story arcs, there are also a second badge mission. Unlike the story arcs, badge missions are single missions, and as a reward, you earn a badge once complete. The Magicians have lost one of their members, and want you to get her back.
