Levels 16 to 19 are a sort of "dead zone" as far as badge collection goes. There are no new districts that are safe to explore at these levels, which means we don't have any new exploration or history badges to collect. Use this time to catch up on the previous badges that you haven't gotten yet (especially the ones you can out-level, such as Positron's Ally, which you must start before you reach 17). When you reach level 20, things explode a little bit as you have a ton of new badges you can collect, so use the break to make sure you are caught up.

That's not to say there's nothing to collect at the first 4 levels. We do have one new badge. You can start thinking about doing your second task force:

There are two badge missions you can get from your new Tier 4 contacts. The Mage contact will give you this mission involving the Circle of Thorns and the Banished Panatheon. You're job, should you chose to accept it, is to prevent a war from starting:

At about level 20, you can start to think about going to Talos Island. Congratulations, your first Green Line Tram area! Unless you have fly, you're going to be doing a little bit of swimming. Don't worry, you can't drown. As usual, let's start off with the Exploration and History badges. This is the beginning of a new set of History badge plaques:

From the Skyway entrance, follow the road south for about half a mile. Where it turns 90 degrees to the east, look to the west, where you will see a river. Just across the river, slightly above you, you should see a bunch of big rocks. The badge is on the east side of the nearest large rock.

If you go southeast of the Skyway entrance, you can hardly miss the big statue of Talos in the middle of a bay. In front of him are two sets of stairs. The badge is on the block between the stairs.

About 650 yards east of the Ithaca Isle marker is a tanker. The badge is on top. You will need one of the travel powers to get to it

The plaque is on the sidewalk of the road beside the ferry that takes you to Striga Isle. It is mounted in front of a support beam for the tram track.

Also in Talos Island, there are some new villian groups. You may have seen the Tsoo and Warriors before (in Steel Canyon and The Hollows, respectively), but this is the first time they're around in the numbers you will need to earn badges. Also to be found in Talos Island is the Ghost Ship, which you will need to find to get the Ectoplasmic badge:

EctoplasmicVillian2050Talos IslandYou will receive the Ectoplasmic badge once you have defeated 50 spectral passengers. Spectral passengers can be found on the ghost ship that wanders around Talos Island (and occassionally in Independence Port). The ship is a rare spawn, so you may have to hunt around a bit for it.

You should be sent to Striga Isle at some point by your contacts, probably right at level 20. There are some exploration and history badges to get here as well. This will finish up Ghost Hunter, the history set you started in Talos Island:

From almost anywhere in the district, you should be able to see the volcano that dominates the landscape. Go to the top of the volcano, which is also the council base entrance.

About 700 yards northeast of the volcano, on the shoreline, you can see a set of double-door sea locks (presumably another entrance to the council base). The badge marker is on the hinge of one of the doors.

There is a penninsula of land to the southwest of the Council Base (about 0.55 miles from the volcano). The plaque is at the furthest point, facing the ocean.

There is a small dirt airstrip at the southeastern section of the Maw. On the eastern side is a hanger. Go past the hanger into an alley between a small building and a fence. The plaque is mounted on the wall of the building facing south.

Directly north of the airstrip in The Maw is a cemetary. The plaque is mounted on the south wall of one of the tombs, facing north.

To the north of the docks is a small Warrior base. The plaque is mounted on the western wall of the building.

While in Striga Isle, there are three new villian badges you can start to think about. Two are from the new Council group, while the other comes from the Sky Raiders.

PrivateerVillian2050n/aDefeat 100 Sky Raider Skiffs to earn this badge. The skiffs can be found in a few places. If you can't find enough in the regular missions, good hunting grounds include Terra Volta and Striga Isle (there is a hanger in The Maw which is a particularly good place to find them).
The Silver BulletVillian2050n/aYou need to defeat 100 Council Warwolves to earn this badge (these are NOT the same as the Holloween event Warewolves). The first place you will probably see the Warwolves is in The Bog in Striga Isle.
The SlayerVillian2050n/aThe Slayer badge is earned by defeating 100 Council Vampyrs. Again, these are NOT the same thing as the Holloween event Vampires. Vampyrs can be found in Striga Isle in the Bog (around the cemetary area), but only at night.

You can do your third Task Force at level 20. Realistically, I probably wouldn't think about this one until closer to 23 or 24, but since technically you can participate in the missions at 20, I'll add it here:

Earn this badge by completing the Task Force that Sister Psyche will give you. You will be going after the Freakshow and the 5th column. This involves a whole series of missions.
